CSSB welcomes new Board Chair and Board member

Brett Becker, Board Chair

CSSB welcomes Brett Becker as the new Board Chair. His term began July 1, 2025.

Brett was the Regional Vice-President and Partner at Coughlin & Associates Ltd. He provided general oversight and strategic direction to the organization, as well as investment, pension, and insurance consulting services for clients.

Brett currently serves on the Investment Committee for the Healthcare Employees’ Pension Plan (HEPP) and the Healthcare Employees’ Benefits Plan (HEBP). He also serves on the Investment Committee for the Accident and Retirement Funds of the Workers Compensation Board (WCB) of Manitoba.

Brett received his Chartered Financial Analyst (CFA) designation in 1997. He holds a Bachelor of Commerce (Honours) degree from the University of Manitoba.

Brett succeeds Carmele Peter, our outgoing Board Chair. We thank Carmele for her impactful contributions, dedication, and thoughtful leadership.

Donna Rose, Board member

CSSB welcomes Donna Rose as an employer representative on the Board. Her term began July 1, 2025.

Donna provides strategic leadership for the Province of Manitoba’s compensation, classification, and pension and benefits programs. She plays a key role in shaping public sector pension policy, including the Civil Service Superannuation Fund.

Donna chairs intergovernmental committees on pensions and group insurance. She ensures alignment across public sector employers and advances fiscally responsible, sustainable benefit programs.

Donna received her Certified Employee Benefit Specialist (CEBS) designation in 2024. She holds a Bachelor of Commerce (Honours) degree from the University of Manitoba.
